Ranking each clubs transfer window so far

The 2023-24 Premier League season is right around the corner, and teams from across the league have been working day and night on transfer deals. With August right around the corner, let's rank each team's transfer window.
Arsenal: A

Arteta's Arsenal has had an amazing transfer window so far. Declan Rice, Jurrien Timber, and Kai Havertz are the new additions to the Gunners' side. The only notable departure is Granit Xhaka and potentially Thomas Partey. Arsenal has definitely strengthened its side!
Aston Villa: A-

Aston Villa under Unai Emery looks like a completely different side. They finished last season in seventh place, earning themselves European football for the next season. Emery has added Youri Tielemans from Leicester and Pau Torres from Villarreal. Moussa Diaby is subject to a medical and will be the third signing of the summer. Three solid players indicate that Villa means business!
Bournemouth: B
The Cherries have signed some solid players: Justin Kluivert from Roma, promising young winger Romain Faivre from Lyon, and Hungarian full-back Milos Kerkez. For Bournemouth, these players will improve their squad. Faivre will go out on loan to gain experience at Lorient in France. The Cherries need a striker and a midfielder to make this a strong transfer window.
Brentford: C
The only notable signing has been Nathan Collins from Wolves. With Ivan Toney banned until January, Brentford needs to find a forward to fill the gap up front.
Brighton: B-
Brighton has lost Alexis MacAllister, and will probably lose Moises Caicedo. The Seagulls have signed James Milner from Liverpool and Mahmoud Dahoud from Dortmund to replace their departed midfielders. Joao Pedro is a good signing, but Brighton needs to sign a top-class striker to compete in the Europa League next season.
Burnley: A
Burnley clearly intends to stay in the Premier League with the business they are doing. Six signings already, and every player improves their team.
Chelsea: D

Chelsea has sold their entire squad, and all they've brought in are two forwards! It looks like they are relying on their youth this season!
Crystal Palace: F
Palace never really does anything in the transfer window, and the only addition is Jefferson Lerma from Bournemouth. Wilfried Zaha has been heavily linked to a move away, and if he were to go, they would need a winger. Palace also needs a goal-scoring striker.
Everton: F
Everton barely survived relegation this year, and all they have done is sign Danjuma on loan and Ashley Young. It looks like it's going to be another long season for Everton fans.
Fulham: D
Fulham hasn't signed anybody, but they still have Palhinha, so that's a plus. Mitrovic will potentially leave this summer so they will need to sign a forward.
Liverpool: A

MacAllister and Szoboszlai! Liverpool has completely rebuilt their midfield. If Klopp adds another defender to their squad, the Reds should be fighting for a title next season!!
Luton: C
Luton has made four signings, including making Nakamba's loan a permanent transfer. They are yet to make a big statement signing, however. Chong from Birmingham for a club record 4 million pounds is a good signing, but they need more.
Manchester City: B
They have signed Kovacic and Gvardiol, but let's be honest, City doesn't need to improve their squad.
Manchester United: B

Onana and Mount are good signings, but they need a striker. Hojlund will probably be the forward, but United needs another midfielder and a center-back.
Newcastle: B

Tonali is an amazing signing, but he can't be the only signing of the window. Saint Maximan is reportedly leaving; it's time for a new winger. Harvey Barnes seems to be that winger, but Newcastle should sign a world-class attacker on top of Barnes.
Nottingham Forest: F
Nobody has signed. Elanga is rumored to be their first signing of the window; they need a few more players.
Sheffield United: C-
The Blades have brought in three players, but they don't improve the squad that much.
Tottenham: B+

Maddison, Solomon, Vicario, and Kulusevski are alright signings, but the fact that Spurs still have Harry Kane is amazing; that's why they have a high grade.
West Ham: F
Rice is gone, and nobody has come in to replace him. Also, WEST HAM, YOU NEED TO SIGN A FORWARD!!!!!
Wolves: F
I guess Wolves want to get relegated! Nobody has been signed, and Nathan Collins is gone.
